Los̺u̹ Rubû Kâchyâ (/ˈlos̺u̹/ /ˈrubʊ/ [sudden; abrupt; swift] [fracture]) is a temperate Small City located in the Ajlork Principality of the Shayeli.
The name Los̺u̹ Rubû Kâchyâ is derived from the Sylvin language, as Los̺u̹ Rubû Kâchyâ was founded by Hêbêv, who was culturaly Rattu.
Climate
Los̺u̹ Rubû Kâchyâ has a yearly average temperature of 3°C (37°F), with its average temperature during the summer being an icy 22°C (71°F) and its average temperature during the winter being a cool -15°C (5°F). Los̺u̹ Rubû Kâchyâ receives an average of 95 cm/y (37 in/y) of precipitation, most of which comes in the form of snow during the pleasantly short winter months. Los̺u̹ Rubû Kâchyâ covers an area of nearly 10 km2 (4 mi2), and an average elevation of 5046 m (16555 ft) above sea level.
Overview
Los̺u̹ Rubû Kâchyâ was founded durring the early 12th century in winter of the year 1121, by Hêbêv. The establishment of the new community went well, with no major obsticles durring construction.
Los̺u̹ Rubû Kâchyâ was built using the conventions of Rattu durring the early 12th century. Naturaly, all settlmentss have their own look to them, and Los̺u̹ Rubû Kâchyâ is no diffrent. The city's buildings feature delicute timber framework hidden behind layer upon layer of finly ground plaster bleached to an almost glossy white sheen, with green clay tiled roofs and decorative brass-leafed trim. Even the smallest, poorest looking structures appear to be expencive thanks to the extreem elegence of the organic shapes and paterns going into their lofty, spire-y, vagly gothic designs. The more well off folks live in identicle homes, save for even shiner trim and a more whimsical appearance to their structures flowing forms.
Los̺u̹ Rubû Kâchyâ is buildings are arranged arrounded highly ordered system of restrictive split-log ties streets which form octogonal paterns, allowing the incides of the octagons to be common grounds for the buildings on the edges, be it for parkland, yardspace, plazas, or markets. The city is the proud owner of a proper castle-style stone wall complete with all of the trimmings. It has towers, a moat, gatehouses, drawbridges, and even merticulationsshortsizeleadershipname.. Los̺u̹ Rubû Kâchyâ's perhapse unnessisarily well built defences are suffering from significent damage, so much so that examples can be pointed to no matter which section one might have within their line of site, and most of which render sections inoperable at present.
Los̺u̹ Rubû Kâchyâ has a very calm atmosphere. People can be seen relaxing, scocilizing, and going about all manner of business other than the daily grind. Men, women, children, all can be seen enjoying life in a laid-back way in the many parks which line Los̺u̹ Rubû Kâchyâ’s streets. A look around Los̺u̹ Rubû Kâchyâ has something terribly wrong with it. It’s impossible to put one’s finger on, but something is horribly wrong. Maybe it’s the way fog blankets the ground, but only in the connors of places. Maybe it’s the vermin scutteling between shadows in the corner of your eyes. Perhaps it’s the overcast sky which seemed to creep out of nowhere, or the distant howling of wolves. Maybe it’s everything together. Regardless, you do not feel it would be wise to remain in Los̺u̹ Rubû Kâchyâ long.

Los̺u̹ Rubû Kâchyâ has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Los̺u̹ Rubû Kâchyâ's natural decorations nor waterways.
Los̺u̹ Rubû Kâchyâ has a Guild of Roadworkers, who are responsible for maintaining the roadways and public paths within town. They also have the duty of enforcing all civil laws relating to the roadways.
Los̺u̹ Rubû Kâchyâ has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.
Los̺u̹ Rubû Kâchyâ has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.
Cultural Notes
Los̺u̹ Rubû Kâchyâ's bank was built using a different architectural style from the rest of the town. The style used is admittedly strange and non-linear style rooted in defiance of symmetrical shapes. It championed the creation of buildings with a unique visual appearance. the structural norms of classic buildings and deforms or moves away from elementary architectural principles. By including non-linear designs processed into its buildings and favoring fragmentation, this style expressed a form of controlled chaos. Its buildings appear out-of-the-ordinary, draw the eye in immediately and sometimes create a feeling of strangeness. These distorted shapes and structure are not reserved to the building’s outer facade, they destabilize interior elements too, favoring minimalism and play on people’s perceptions by injecting a futuristic touch.

The Polevik near Los̺u̹ Rubû Kâchyâ are known to be more aggressive than normal.
Los̺u̹ Rubû Kâchyâ's citizens partake in a curious ritual relating to their local kami. It takes place in winter and involves line dance to channel Elven High Magic energies of tier 1 via oratory performances.
